Regular Meeting City Council

September 11, 2017 7:00 P.M.

 

Call to order by Mayor Bruce Lowe.

 

Council members physically present were Aldermen Scott Francis, Gerald Mahin, Dan Mason, Mike Kirby, and Jim Miller. Alderman Dodson was absent. Also present were Treasurer Michael R. Griffin, City Clerk Michele Whitehead, Superintendent Wayne Dixon, Chief Adam Anderson, Ben Nannen Sr, Ben Nannen , Wendy Martin, and Larry Crossett.

 

The Chairman declared quorum present.

 

Minutes of the August 28th regular and executive session meetings were approved.

 

The Treasurer’s report was approved, read and ordered filed.

 

Ben Nannen Sr, and his son, Ben Nannen, doing business as The Bluff, approached the Council requesting a liquor license and gaming license. They have purchased Coach’s Bar and will be taking ownership soon. The Council granted the Nannen’s request for a liquor and gaming license.

 

The Council again discussed the Park District’s request in regards to the sewer charge on the water bill. After much discussion, the Council agreed the pool is a benefit to the Community and needs to be supported, the Council decided to give a credit for the amount of the sewer charges for this year. The credit will be put on the Pool’s bill for next year. The Council stressed that this would be re-evaluated every year.

 

Sidewalk repair was again discussed, as well as ornamental lighting. Alderman Miller is researching both of these issues.

 

City Clerk Whitehead informed the Council that Sensus training for the new metering system was completed and the system has many advantages. She invited the Council members to stop in the office and learn about the new system.

 

Chief Anderson also invited the Council members to ride along with the Police department sometime if they are interested.

 

Alderman Miller stated that he is working with the State regarding changing the speed limit on Chestnut Street aka Rt 10. There have been citizen requests to change the speed limit to 30 mph all the way down Chestnut towards Lincoln.

 

PASSAGE OF ORDINANCES AND RESOLUTIONS

 

R17-49 Alderman Miller moved, seconded by Alderman Kirby to approve that the bills and advanced checks be allowed and warrants drawn for payment.

Nays:       None

Absent:   Dodson, 1

Chairman declared motion carried.

R17-50 Alderman Miller moved, seconded by Alderman Francis that a liquor license and gaming license be issued to Ben Nannen Sr, and Ben Nannen dba The Bluff.

Roll Call:

Ayes:   Alderman Kirby, Miller, Francis, Mahin, and Mason, 5.

Nays:   None

Absent: Dodson, 1.

Chairman declared motion carried.

 

R17-51 Alderman Francis moved, seconded by Alderman Miller to credit the Memorial Pool sewer charge towards the 2018 swim season water bill.

Ayes:     Alderman Kirby, Miller, Francis, Mahin, and Mason, 5.

Nays:     None

Absent:   Dodson, 1

Chairman declared motion carried.

 

There being no further business, Alderman Francis moved, seconded by Alderman Mason to recess into executive session at 7:17 to discuss 5ILCS 120/2 (C)(1) (6) Personnel, Property.

Ayes:   Alderman Kirby, Miller, Francis, Mahin, and Mason, 5.

Nays:   None

Absent: Dodson, 1.

Chairman declared motion carried.

 

During the executive session, Alderman Miller moved, seconded by Alderman Francis to recess to the regular meeting at 7:26 P.M.

Nays: None

Absent: Dodson, 1

Chairman declared motion carried.

 

There being no further business, Alderman Miller moved, seconded by Alderman Mason that the regular meeting adjourn at 7:27 P.M.
