Regular Meeting City Council

October 9 2017 7:00 P.M.

 

Call to order by Mayor Bruce Lowe.

 

Council members physically present: Mike Kirby, John Dodson, Jim Miller, Scott Francis, Gerald Mahin, and Dan Mason, 6.   Also present were Mayor Bruce Lowe, Clerk Michele Whitehead, Treasurer Michael Griffin, Superintendent Wayne Dixon, Chief Adam Anderson, Billy Williams, Brenden Williams, Vance Hatfield and David Knieriem.

 

The Chairman declared a quorum present.

 

Minutes of the September 25th regular and executive session meetings were approved.

 

The Treasurer’s report was approved, read, and ordered filed.

 

 

Vance Hatfield addressed the Council regarding his father’s property located at 704 S. Main. The house is in an advanced state of deterioration and Vance’s father is not in good health. Mr. Hatfield was inquiring as to what is required to put a small trailer on the lot for his father to live in. The council explained some of the requirements regarding trailers and asked Mr. Hatfield to follow up with the city building administrator Frank McMahan if they decided to pursue the matter.

 

Dave Knieriem attended the meeting to go over some paperwork he submitted to the Council regarding vacating alleyways. The Council decided to send this on to the City Attorney for review, the matter was tabled until a future meeting.

 

Superintendent Wayne Dixon addressed the Council regarding various water department issues. Well 6 will need cleaning next spring.

 

The Sewer Maintenance Bid was awarded to Insituform in the amount of $307,000.

 

There are three fire hydrants that still need repaired. The Cost will be around $23,700. The Council approved the expenditure.

 

Superintendent Dixon also talked about manhole rehab. There are approximately 305 manholes, Midwest Water Group surveys the manholes with sub foot accuracy. The cost would be $37, 575.00. The city can also GPS the manholes for an additional $10.00 per manhole, bringing the cost to $40,625.00. The City approved the expenditure to have the manholes surveyed and GPS location.

 

Alderman Miller informed the Council that he received notification from the State of Illinois that the speed limit on East Chestnut would not change per the State.

 

Chief Anderson spoke briefly about a field training program he would like to implement in the future.

 

Mayor Lowe read a thank you note from the Fall Festival Committee.

 

PASSAGE OF ORDINANCES AND RESOLUTIONS

R17-56 Alderman Miller moved, seconded by Alderman Kirby to approve the bid awardment for the Sanitary Sewer Project to Insituform in the amount of $307,000.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason 6.

Nays: None

Chairman declared motion carried.

 

R17-57 Alderman Miller moved, seconded by Alderman Mason that the bills and advanced checks be allowed and warrants drawn for payment.

Roll Call:

Ayes:     Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason (6).

Nays:     None

Chairman declared motion carried.

 

R17-58 Alderman Miller, seconded by Aldeman Mason that the 3 remaining fire hydrants be replaced at a cost of $23,700.

Roll Call:

Ayes:   Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason, (6).

Nays:   None

Chairman declared motion carried.

 

R17-59 Alderman Dodson moved, seconded by Alderman Kirby to approve hiring Midwest Water Group to survey the manholes at a cost of $37,575 -$40,625.00.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason, (6).

Nays: None

Chairman declared motion carried.

 

There being no further business, Alderman Francis moved, seconded by Alderman Miller to recess into executive session at 7:25 P.M. to discuss 5ILCS 120/2 ( c ) (1) (6) Personnel, property.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason.

Nays: None

Chairman declared motion carried.

 

 

During the executive session, Alderman Miller moved, seconded by Alderman Francis to recess to the regular meeting at 7:46P.M.

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason, 6.

Nays: None

Chairman declared motion carried.

 

During the regular meetng, Alderman Kirby moved seconded by Alderman Mason to recess into a 2nd executive session at 7:47 P.M. to discuss 5ILCS 120.2 (c)(1) (6), property.

Roll Call:

Ayes: Aldeman Kirby, Dodson, Miller, Francis, Mahin, and Mason 6.

Nays: None

Chairman declared motion carried.

 

During the executive session, Alderman Miller, moved seconded by Alderman Mason to recess back into the regular meeting at 7:59 P.M.

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason, 6.

Nays: None

Chairman declared motion carried.

 

There being no further business, Alderman Francis moved, seconded by Alderman Kirby that the regular meeting adjourn at 8:01 P.M.
