Minutes of the City Council Meeting

November 13th, 2017 7:00 P.M.

City Council Chambers

 

The Mayor called the meeting to order at 7:00 P.M.

Council members present were Aldermen Kirby, Dodson, Miller, Francis, Mahin and Mason. Also present were Superintendent Wayne Dixon, Chief Adam Anderson, Treasurer Michael Griffin, Clerk Michele Whitehead, Wendy Martin, Larry Crossett, Randy Otterson, Rebecca Bennett, and Tina Williamson.

The Chairman declared quorum present.

Tina Williamson from Elevate Energy addressed the Council on the status of the Elevate Energy Contest the City is participating in. There will be an awards ceremony December 16th, 2017 at 2:00 P.M. at the Illini Central cafeteria.

Rebecca Bennett addressed the Council regarding opening a transitional home for Veteran’s. She is currently researching grants for funding and other resources.

The minutes of the October 23rd regular Council meeting and executive session meetings were approved.

The treasurer’s report was approved.

The bills were approved.

A hearing was held at 6:45 p.m. before the council meeting regarding vacating alleyways. There were no objections from the public. The Council approved the vacating of the requested alleyways.

Alderman Kirby informed the Council that there was an amendment sent from Dynergy to extend the current aggregation agreement through June 2019. The Council approved.

Superintendent addressed the Council regarding a snow removal bid from Swaar Brothers Landscaping, for snow removal on downtown sidewalks. The Council approved the bid. The issue will be re-evaluated every snow season.

CMT sent a change order regarding the Sanitary Sewer project, Change order #1 was approved.

There was a request for an emergency tree removal. The Council approved.

Passage of Resolutions and Ordinances

 

R17-59 Alderman Francis moved, seconded by Alderman Mason to approve the vacating of alleyways requested by Dave Knieriem.

Roll Call:

Ayes: Aldermen Kirby, Dodson, Miller Francis, Mahin, and Mason.

Nays: None

Chairman declared motion carried.

 

R17-60 Alderman Mason moved, seconded by alderman Francis that the extension of the city’s current energy aggregation agreement be approved.

Roll Call:

Ayes: Aldermen Kirby, Dodson, Miller, Francis, Mahin, and Mason.

Nays: None

Chairman declared motion carried.

R17-61 Alderman Kirby moved, seconded by alderman Miller to approvea bid for snow removal for the 2017-2018 winter from Swaar Brothers Landscaping.

Roll Call:

Ayes: Aldermen Kirby, Dodson, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

 

R17-62 Alderman Mason Moved, seconded by Alderman Kirby to approve Change Order #1 from CMT for the sanitary sewer project.

Roll Call:

Ayes: Aldermen Kirby, Dodson, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

 

R17-63 Alderman Miller moved, seconded by Alderman Mason to approve the purchase of a Provision camera for the police department, the cost is approximately $2500.00

Roll Call:

Ayes: Aldermen Kirby, Dodson, Miller, Francis, Mahin, and Mason.

Nays: None

Chairman declared motion carried.

 

Statements of General Concern by the Council

Alderman Miller requested that there be a Christmas party for the employees this year. The Council agreed that a Christmas party would be a nice gesture in showing appreciation for the employees. Alderman Miller will be in charge of the party. Aldermen will pay for themselves and their spouses, no alcohol will be paid for by the city.

 

Mayor Lowe informed everyone that there is a blood drive tomorrow at the Assembly of God Fellowship hall.

Mayor Lowe read a thank you sent by the park district.

 

There being no further business the Council meeting adjourned at 7:48 p.m.
