Call to order by Mayor Charles “Pete” Bowers

 

Council members physically present: Bruce Lowe, Jeff Curry, Scott Francis, Gerald Mahin, and Dan Mason. Also present were Mayor Charles “Pete” Bowers, City Treasurer Michael R. Griffin, City Clerk Karla S. Daubs, Superintendent of Public Works Wayne Dixon, City Attorney Denise Barr, Jamie Thompson, Michele Whitehead, Scott Whitehead, Wendy Martin, Larry Crossett, Jim Miller, John Dodson, Assistant Chief Billy Williams, Jamie Miller, Karen Miller, Toby Skaggs, Brenden and Leah Williams, Holly and Tony Snyder, Dale Coulter, and Chad Cunningham. Alderman David Tomlin was absent.

 

The Chairman declared a quorum present.

 

Minutes of the April 24, 2017 Regular Scheduled Council Meeting, the April 24, 2017 Executive Session meeting were approved.

 

The Treasurer’s monthly report was read, approved and ordered filed.

 

 

PASSAGE OF ORDINANCES AND RESOLUTIONS

 

R17-23   Alderman Lowe moved, seconded by Alderman Mahin to approve that the bills and advanced checks be allowed and warrants drawn for payment.

Nays:     None

Absent: Alderman Tomlin, 1

Chairman declared motion carried.

 

BIDS, PETITIONS & COMMUNICATIONS

 

Clerk Karla S. Daubs reported that votes were canvassed by the County Clerk’s office with the Abstract of Voted from the 2107 Consolidated Election certified on April 13th, 2017 by County Clerk Summer R. Brown. A total of

615 (W1=225; W2=186; W3=204) voters requested and received ballots.

Mayor Bowers asked the Council what dollar amount would be acceptable as a settlement for the demolition of the O’Hagan property. The Council agreed that the full amount is the only acceptable settlement. City Attorney Barr did inform the Council that she has placed lien’s on O’Hagan’s other properties per the Council’s request.

 

Mayor Bowers gave his final remarks as Mayor, asking the Council to keep watch on the deteriorating downtown buildings. He suggested a raise in sales tax may be needed to help the City’s financial situation. Mayor Bowers also asked that the Council continue to support the employees.

 

There being no further business to come before the meeting, Alderman Lowe moved, seconded by Alderman Mason that the regular meeting adjourn at 7:09 p.m.

 

The adjourned regular meeting of the city council of the City of Mason City was called to order by Mayor Charles “Pete” Bowers.

 

The official Oaths of Office for City Clerk, Treasurer, Alderman Ward 1, Alderman Ward 2 and Alderman Ward 3 were given by Mayor Bowers.

 

Mayor Elect Russell L. Willis (Buddy) declined to take the Mayor position. City Attorney Denise Barr guided the Council in taking a vote to appoint an alderman to fill the Mayor Position. Alderman Miller, seconded by Alderman Dodson nominated alderman Bruce Lowe for Mayor. Alderman Mason, seconded by Alderman Mahin nominated Alderman Francis for Mayor. Alderman Lowe was voted to fill the Mayor position declined by Mayor Elect Willis.

 

With Alderman Lowe in the Chair and Michele Whitehead as Recording Secretary, the meeting continued. The members physically present were Alderman Dodson, Miller, Francis, Mahin and Mason. Also present were Treasurer Michael R. Griffin, Superintendent Dixon, Asst. Chief Williams, City Attorney Barr, Wendy Martin, Larry Crossett and several additional guests.

 

The Chairman declared a quorum present.

 

PASSAGE OF ORDINANCES AND RESOLUTIONS

 

R-24 Alderman Mason, seconded by alderman Francis approved to pay River City Demolition the balance due minus the $2000.00 River City Demolition agreed to remove.

BIDS, PETITIONS & COMMUNICATIONS

 

Alderman Mahin informed the Council that he had spoken with River City Demolition and they agreed to remove $2000.00 from the bill for the O’Hagan building. Alderman Mahin suggested that the City proceed and pay the balance due to River City Demolition.

 

Alderman Francis informed the Council that applications for Chief of Police are being accepted until May 19th at 4:00 p.m.

 

City Clerk Michele Whitehead informed the Council that the current Health insurance(CMS LGHP) plan the employees have will expire if the contract is not signed and renewed by June 23rd, 2017.

 

Superintendent Dixon informed the Council that the antenna for the new meter reading system will not be installed for at least another month.

 

There being no further business to come before the meeting, Alderman Mason moved, seconded by alderman Miller that the regular meeting adjourn at 7:23 p.m.
