Regular Meeting City Council

Call to order by Acting Mayor Bruce Lowe.

 

Council members physically present: John Dodson, Jim Miller, Scott Francis, Gerald Mahin, and Dan Mason. Also present were Acting Mayor Bruce Lowe, Treasurer Michael R. Griffin, City Clerk Michele Whitehead, Superintendent Wayne Dixon. Guests present were Carson and Jim Harris, Larry Crossett, Karen Miller, Tina, Addie, Chelsea Lowe, Chad Williams, David Tomlin, and Ron Knollenberg.

 

The Chairman declared a quorum present.

 

First order of business was the swearing in of Bruce Lowe as Mayor.

 

Karen Miller addressed the Council regarding the Mason City Fall Festival. The festival will be help September 15th and 16th, 2017. Karen asked permission for street closures during the festival. Wednesday September 13th, 2017 South Tonica would be closed from the Mason City Medical Associates to the Assembly of God Church, and Elm Street from Tonica to the Ready Mix. On Thursday, September 14th, 2017 after the Mason City Medical Associates office closes, Elm would be closed from Tonica to Main. Thursday evening South Tonica would close from Elm to Chestnut. On Saturday morning September 16th, 2017 North Tonica would close from Chestnut to Pine Street. Saturday morning the parade would start at the school heading east on Pine and turning south on Morgan to the park. Permission was given for the street closures. R17-25.

 

Jim Harris addressed the Council about the Convoy for Kids Truck Show to be held Saturday, June 17th, 2017 at the Memorial Park. Mr. Harris asked for street closures around the Pavilion Park area, which would include parts of Veterans, Logan, Morgan and Jefferson. Permission was granted. R17-26.

 

Mr. Harris also added that there will be a professional fireworks show at this year’s Convoy for Kids truck show. The fireworks will actually be set up on county land, so permission was not needed from the Council.

 

David Tomlin addressed the Council with concerns regarding the condition of a few properties around town. The Council will look into these matters.

 

Chad Williams addressed the Council regarding a property at the corner of Chestnut & Menard that is not getting mowed. Alderman Francis will pass the complaint on to the Police department for follow up.

 

Minutes of the May 15th, 2017 Special Council Meeting and the May 15th,2017 Executive session meeting were approved.

 

City Clerk Michele Whitehead asked the Council for permission to attend a 2 day training class in Champaign, IL on June 22 and 23rd 2017 hosted by the Central Illinois Municipal Clerks Organization and for one nights lodging in Champaign. She also asked that the cost of the class and her one night lodging be paid by the City. Permission and expense was granted. R17-27.

 

Alderman Francis informed the Council that the deadline for receiving applications for Chief of Police has passed and that the Police Committee is ready to start interviewing candidates.

 

PASSAGE OF ORDINANCES AND RESOLUTIONS

 

R17-25 Alderman Mason moved, seconded by Alderman Francis that the requested streets be closed according to the schedule given to the Council for the Mason City Fall Festival.

Ayes:     Alderman Dodson, Miller, Francis, Mahin, and Mason, 5.

Nays:     None

Absent: None

Vacant: 1

Chairman declared motion carried.

 

R17-26 Alderman Miller, seconded by Alderman Mason that the requested streets of Veterans, Logan, Morgan, and Jefferson around the Pavilion Park be closed Saturday, June 17, 2017 for the Convoy for Kids truck show.

Ayes:     Alderman Dodson, Miller, Francis, Mahin, and Mason, 5.

Nays:     None

Absent: None

Chairman declared motion carried.

 

R17-27 Alderman Miller, seconded by Alderman Mason that the cost for Michele Whitehead to attend the CIMCO training class ($75.00) and her lodging for one night ($89.00 + fees) be paid by the City of Mason City.

Chairman declared motion carried.

 

There being no further business, Alderman Francis moved, seconded by Alderman Mason to recess into Executive Session at 7:17 P.M. to discuss 5ILCS 120/2 (C), (1), (6), Personnel and Property.

Nays:   None

Absent: None

Vacant: 1

Chairman declared motion carried.

 

During the Executive session, Alderman Francis moved, seconded by Alderman Mason to recess into the regular meeting at 7:33 P.M.

There being no further business, Alderman Francis moved, seconded by Alderman Mason that the regular meeting adjourn at 7:40 P.M.
