Regular Meeting City Council

June 12th, 2017 7:00 P.M.

 

Call to order by Mayor Bruce Lowe.

 

Council members physically present were alderman Scott Francis, Gerald Mahin, Dan Mason, John Dodson, Jim Miller 5. Also present were Michael R. Griffin City Treasurer, Michele Whitehead City Clerk, Superintendent Wayne Dixon, Asst. Chief Billy Williams, Jicole Hickle, Curt Means, Wendy Martin, Larry Crossett and Scott Armstrong.

 

The Chairman declared a quorum present.

Minutes of the May 22, 2017 Police committee, May 22, 2017 Regular Council meeting, Executive Session minutes May 22, 2017, Police committee May 25, 2017 and May 30th Special Council meeting were approved.

 

The treasurer’s monthly report was read, approved, and ordered filed.

 

The following bills were reviewed for payment.

 

Jicole Hickle asked the council what she needed to do regarding a disagreement between her and another party regarding an old shed that is on her property and has been there for over 20 years. There is some disagreement about the shed and the property lines. The Council informed her that this was a civil matter.

 

Curt Means addressed the Council regarding a planting day for the new pollination habitat at the school.

Prairie flowers and grasses will be planted Wed, June 14, 2017. He invited the Council to attend.

 

Curt Means also address the Council about the demolition of the old O’Hagan building and 117-119 S. Main. He said there are still remnants of the old building attached to the building that used to house the Magic Mirror salon. Curt is interested in purchasing the old salon but would like to know if anymore clean up will be done to the outside of the building. The Council said that the job had been completed, but they would check into the matter.   Mr. Means also asked if that empty lot could be used for anything like a farmers market. The Council informed him that the lot is not owned by the City.

 

Non-union employee raises were tabled until the next regular scheduled meeting.

 

The Prevailing wage ordinance was passed for 2017.

 

Mike Kirby was unanimously voted in as Alderman for Ward #1, taking the seat vacated by Mayor Bruce Lowe.

 

                                     PASSAGE OF ORDINANCES AND RESOLUTIONS

O17-02 Alderman Mason moved, seconded by Alderman Francis, that Ordinance 17-02, A Prevailing Wage ordinance be passed, approved and published in pamphlet form as provided by law. A copy of said ordinance is to be mailed to the Illinois Department of Labor and the Secretary of State. A certification page is to be signed by the Clerk and attested by the Mayor and mailed to the County Clerk for publication with the County.

R17-31 Alderman Francis moved, seconded by Alderman Mason to approve that the bills and advanced checks be allowed and warrants drawn for payment.

Chairman declared motion carried

 

R17-32 Alderman Francis motioned, seconded by Alderman Mason that Mike Kirby fill the vacant Alderman seat for Ward #1.

Nays:     None

Absent: None

Vacant: 1

Chairman declared motion carried.

 

R17-33 Alderman Miller moved, seconded by Alderman Francis to approve a $2500.00 expenditure to cut down dead trees.

BIDS, PETITIONS, & COMMUNICATIONS

Alderman Miller reported that there were some dead trees that needed to be cut down, and that only dead trees would be cut down this year. The cost should be $2500.00 or less. The Council approved the expense.

 

There being no further business, Alderman Miller moved, seconded by Alderman Dodson to recess into executive session at 7:35 P.M. to discuss 5ILCS 120/2 (C ) (1) (2) Personnel and Collective Bargaining.

 

During Executive Session, Alderman Mason moved, seconded by Alderman Miller to recess to the regular meeting at 7:55 P.M.

There being no further business, Alderman Mason moved, seconded by Alderman Miller that the regular meeting adjourn at 7:57 P.M.
