January 8, 2018

 

Call to order by Mayor Bruce Lowe.

Council members physically present were Alderman Kirby, Dodson, Miller, Francis, and Mahin. City Clerk Michele Whitehead, Superintendent Wayne Dixon, Chief Adam Anderson, Larry Crossett, Wendy Martin, Barb and Buddy Willis, Billy Williams, and Brenden Williams. Alderman Mason and Treasurer Mike Griffin were absent.

The Chairman declared quorum present.

Chief Adam Anderson introduced Officer Buddy Willis. Chief Anderson announced that Officer Willis was being promoted to Captain status. Chief Anderson asked Officer Willis’ wife Barb to come forward and pin the Captain bars on her husband Officer Willis. After the pinning a congratulatory round of applause and handshakes were given in honor of Officer Willis’ promotion.

The Treasurer’s report was approved and ordered filed.

The following bill were reviewed for payment.

Mike Burris from CMT had left some documents at City Hall to be approved for payment. A payment of $51, 750.00 was approved to Insituform for point repair work that had been completed. This was a change order from the amount previously approved at the December 11, 2017 meeting. The Council approved the expense.

IDOT is planning on putting 3 new street lights down by the school. IDOT sent a request that the City would pay for the lighting and maintenance of the 3 new lights. The Council agreed to the proposal.

Superintendent Wayne Dixon is in need of a new locator, the wand is approximately $988.00 and the locator is approximately $6,199.00. The purchase was approved by the Council.

Superintendent Dixon also informed the Council that manhole inspections are due to start around the 21st of January.

Mayor Lowe asked Superintendent Dixon if he would write up a short article to put in the local paper explaining the work regarding the sewer system improvements.

PASSAGE OF ORDINANCES AND RESOLUTIONS

R18-01 Alderman Francis moved, seconded by Alderman Kirby that the bills and advanced checks be allowed and warrants drawn for payment.

Nays: None

Absent: Alderman Mason

 

R18-02 Alderman Francis moved, seconded by Alderman Mahin to approve the payment of $51,750.00 to Insituform for completed point repairs.

Ayes: Aldermen Kirby, Dodson, Miller, Francis, and Mahin.

Nays: None

Absent: Alderman Mason

Chairman declared motion carried.

 

R18-03 Alderman Francis moved, seconded by Alderman Miller to approve the contract with IDOT for the maintenance and payment of street lighting for 3 new street lights by the school.

Ayes: Alderman Kirby, Dodson, Miller, Francis, and Mahin.

Nays: None

Absent: Alderman Mason

Chairman declared motion carried

 

R18-04 Alderman Francis moved, seconded by Alderman Miller to approve the purchase of a new locator for the Public Works department.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Francis, and Mahin.

Nays: None

Absent: Alderman Mason

Chairman declared motion carried.

There being no further business, the meeting recessed into executive session to discuss ILCS (1) (6), Personnel.

The regular meeting resumed at 7:49 P.M.

Under police concerns on the agenda, the radar unit was overlooked in earlier open session, Chief Anderson explained to the Council that a new radar is needed for the Police department. Approval was given for the purchase of a LIDAR radar unit at a cost of $1,785.00.

R18-05  Alderman Francis moved seconded by Alderman Miller to approve the purchase of a LIDAR radar unit at a cost of $1785.00.
