Regular Meeting City Council

September 25th, 2017 7:00 P.M.

 

Call to order by Mayor Bruce Lowe.

 

Council members physically present: Mike Kirby, John Dodson, Jim Miller, Scott Francis, Gerald Mahin, and Dan Mason, 6.   Also present were Mayor Bruce Lowe, Clerk Michele Whitehead, Treasurer Michael Griffin, Superintendent Wayne Dixon, Chief Adam Anderson, Frank McMahan, Luella Willis, Wendy Martin and Larry Crossett.

 

The Chairman declared a quorum present.

 

Minutes of the September 11 2017 regular and executive session Council meetings were approved.

 

Luella Willis addressed the Council regarding her tree stump being ground. The Council informed her that stump grinding would begin soon.

 

Zoning Administrator Frank McMahan informed the Council that the Zoning Board did recommend a variance for Brice and Mary Devore at their property located at 524 S. Logan. The Council approved the variance.

 

The Council received a hand out from Dave Knieriem regarding vacating of alleyways. The Council recommends contacting the zoning board for input and also verifying that there are no utility right of ways. This matter was tabled until the October 9th, 2017 regular meeting.

 

Alderman Miller informed the Council that it would cost $4500.00 to have all of the stumps ground in town. The Council approved the expenditure.

 

Alderman Miller also informed the Council that he had received two bids for the sidewalk on the northwest corner of Main & Chestnut.   Janssen Construction quoted $21,000 and Tim Clark Construction quoted $18,320. The Council approved hiring Tim Clark to do the sidewalk work. It was also decided to remove the trees in that block of the sidewalk.

 

Chief Anderson received permission from the Council to offer the Fire department some old light bars that the Police Department is no longer using.

 

Passage of Ordinances and Resolutions

 

R17-52 Alderman Mason moved, seconded by Alderman Francis to grant a variance #99 to Brice and Mary Devore.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin and Mason (6).

Nays: None

Chairman declared motion carried.

 

R17-53 Alderman Kirby moved, seconded by Alderman Francis to hire Randy’s tree service for $4500.00 to do the stump grinding and haul away.

Roll Call:

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason (6)

Nays: None

Chairman declared motion carried.

 

R17-54 Alderman Mason moved seconded by Alderman Kirby to remove the trees along the block of sidewalk on the Northwest corner of Main & Chestnut for sidewalk repair.

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin and Mason (6).

Nays: None

Chairman declared motion carried.

 

R17-55 Alderman Miller moved, seconded by alderman Mason to hire Tim Clark to do the sidewalk repair on the Northwest corner of Main & Chestnut.

Ayes: Alderman Kirby, Dodson, Miller, Francis, Mahin and Mason. (6).

Nays: None

Chairman declared motion carried

 

There being no further business, Alderman Francis moved, seconded by Alderman Miller to recess into executive session at 7:20 P.M. to discuss 5ILCS 120/2 ( c) (1) (6) Personnel, property.

Ayes:   Alderman Kirby, Dodson, Miller, Francis, Mahin, and Mason (6)

Nays:   None

Chairman declared motion carried.

 

During the executive session, Alderman Miller moved, seconded by Alderman Francis to recess to the regular meeting at 7:59 P.M.

Nays: None

Chairman declared motion carried.

 

There being no further business, Alderman Miller moved, seconded by Alderman Mason that the regular meeting adjourn at 8:00 P.M.
